LEADER, a European Union practice, is an innovative approach developed to enable local communities to participate in their own local development processes. Development plans decided at regional or national level are implemented with a top-down approach. On the other hand, LEADER, which is an area-based and bottom-up approach; It started as a practice of “bringing together” resources, stakeholders, different development ideas and projects at the local level and has proven to be an ideal implementation tool. This approach means that local actors participate in decision-making processes regarding the projects to be implemented and the strategy to be implemented in their local areas. In this context; The establishment of partnerships called local action groups (YEG) is encouraged by bringing together representatives of the public, private sector and non-governmental organizations. Public-private partnership and implementation of LPS can strengthen regional cohesion and contribute to the long-term sustainable development of a region.
The source of the financial support to be provided to the beneficiaries is the IPARD Program fund, which consists of co-financing from the EU and the Republic of Turkey. This support is called “Public Contribution”. The support rate (public contribution) will cover 100% of the total eligible expenditures, of which 90% will be the EU contribution and 10% will be the Turkish Republic. will contribute. Public contribution is provided on a non-refundable basis for commitments made within the framework of the program.
